High performance TTL compatible flash with a guide number of 60. Combined with a compatible camera, the flash can easily perform various types of flash operations, such as TTL auto flash and wireless multiple flash.
Three types of illumination patterns (standard, centre-weighted and even) are available to match different shooting preferences
Power zoom function automatically adjusts the zoom position to match the lens focal length from 18mm to 180mm. When the built-in wide-flash adapter is used or the diffuser is attached, the zoom position is automatically set to match a wide-angle lens with a much shorter focal length.
Bounce flash or close-up flash photography can be easily performed.
Custom functions are provided to allow for various settings.
Monitor pre-flashes are fired at all times. The light form the flash correctly exposes the subject and the exposure is less affected by ambient light.
Auto High-Speed Sync:
High-Speed flash synchronization at a compatible camera's highest shutter speed is possible. This is useful when you want to use a wider aperture to achieve shallow depth of field to blur the background.
Exposure lock sets the amount of flash exposure for the subject. Using this with compatible cameras, you can lock in the appropriate flash exposure for the main subject. This flash exposure is locked in, even if you change the aperture or composition, or zoom the lens in and out.
Advanced Wireless Flash:
With its advanced wireless flash capabilities, wireless operation of multiple flashes in the TTL mode can be accomplished with compatible digital SLRs. In this mode, you can divide the remote flash units into three groups and control the flash output independently for each group, expanding your range of creative multiple-flash shooting techniques.
In autofocus operation, the flash emits AF-Assist illumination, which matches the wider AF area of compatible camera. With cameras supporting this function, autofocus photography in dim lighting is possible even when the camera's focus point (focus area) is changed.
Flash shooting distance range: 0.6m to 16m (2 to 53 ft.) will vary depending on camera's image area setting, ISO sensitivity, zoom position, and lens aperture in use)

Bounce capability: Flash head tilts down to -7 degrees up to 90 degrees with click-stops at -7, 0, 45, 60, 75, 90 degrees. Flash head rotates horizontally 180 degrees to the left and right with click stops at 0, 30, 60, 75, 90, 120, 150, 180 degrees.
Power ON/OFF: Rotate the Power ON-OFF switch to turn the W700HS on or off. Standby function can be set.
Power source: Use four AA-type batteries of any of the following types: Alkaline manganese (1.5v), Lithium (1.5V), Oxyride (1.5V), Ni-MH (1.2V) batteries
Mounting foot lock lever: Provides secure attachment of flash to camera's accessory shoe using locking plate and mount pin to prevent accidental detachment

Can CAMERON W700HS TTL-C FLASH work as Radio Master for another Canon RT Flash

The Cameron W700HS does not have a radio controlled (RT) transmitter or receiver so it won't be able to work with other RT capable systems. The W700HS works with IR transmitters and receivers.
The W700HS can act as a master or a receiver when using the commander mode on your Canon camera, if it is so equipped.
